# Step-by-Step Guide:

01 - In an electric mixer bowl, beat butter and sugars on medium-high speed until fluffy. Add milk and vanilla extract. Gradually mix in flour and salt on low speed. Stir in miniature chocolate chips.
02 - Scoop dough into 2-teaspoon-sized balls and place on parchment-lined baking sheet. Freeze for one hour or until firm.
03 - Preheat oven to 325°F. Line an 8x8-inch pan with foil, leaving an overhang. In a large bowl, combine melted butter, sugar, cocoa powder, and salt until thick and well blended. Cool if needed.
