# Step-by-Step Guide:

01 - In a large bowl, whisk together flour, brown sugar, baking powder, salt, and instant espresso powder.
02 - Cut the cold butter into the dry mixture using a pastry cutter or two forks until coarse crumbs form. Stir in the mini semi-sweet chocolate chips evenly.
03 - Whisk vanilla extract into the cold heavy cream until combined.
04 - Pour the vanilla-cream mixture into the dry ingredients in two parts, gently folding just until a dough begins to form. Avoid overmixing to maintain flakiness.
