In a large mixing bowl, combine corn kernels, cornmeal, all-purpose flour, smoked paprika, egg, grated cheese, chopped green onion, cilantro, and lime juice. Season generously with salt and pepper. If the mixture appears too dry, add a small amount of water to bind.

Heat vegetable oil in a nonstick frying pan over medium heat. Scoop portions of the corn mixture into the pan, gently flattening into patties. Cook for approximately 4 minutes on each side or until fritters are crisp and golden.

Transfer cooked fritters to a serving plate. Top each with a dollop of sour cream or heavy cream as desired and serve immediately.
